Motions made to adopt the minutes from the April 22, 2009 meeting, adopted
and seconded.

Old Business: We continue to have Appraisal issues. Each member
must document thoroughly all meetings, interviews held with regards to
their Appraisal, trending towards Needs Improvements, PIP's, etc. The
member needs to involve their APOC Reps in order to ensure that the
process is followed and that the rights of our members are protected. If
for example we want to grieve something not being followed in the process
we need the documentation. Go to the Intr@post site, You@Canada Post,
Performance Management to review the criteria and the process.

A motion was made to forgo
the Meeting reports in order to have a open discussion with DVP Dave
Watters regarding the status of the JEP and the Contract Negotiations.

Grievances: Sheri-Ann Chisholm: Please ensure that you as a member
document all of your activities during the day. If you find yourself in a
position where you need to file a Grievance you will need that
documentation in order to support the grievance. A motion was made to
adopt this report. Adopted and seconded.
Health & Safety: Best wishes for a long and happy Retirement to
Henry Wong.
New Business: May 28 to June 1, 2009 we attended the Branch
Presidents Meeting in Ottawa. Many issues were discussed, the direction of
the Association going forward and among other items the status of the
Contract Negotiations and the JEP. The status at that time was that a
Conciliator had been appointed and we were headed for mediation. For the
first time in our associations history the National Executive had made a
decision to post on the National Web Site on June 1, 2009 a communiqué
explaining the status of the Negotiations and the outstanding issues, and
the JEP. Since then APOC has applied for Arbitration. The floor was turned
over to DVP Dave Watters. Dave gave the members a overview of the
negotiations that took place starting in November 2008 with Interest Based
Bargaining and how we arrived at where we are now. Then Dave went into
details of the JEP process. APOC was involved in the process up until the
time when the Corporation applied a weighted value to the positions. APOC
was not invited to be a participant in the establishing of the Levels or
the Bands assigned to the positions. We hope everyone takes the time to
read the Communiqué and the JEP, they are posted on the National APOC Site

If you have additional questions please contact a member of the branch
executive. There was a lot of discussion regarding the devaluing of
positions. As far as the JEP levels OP1, OP2, OP3 and the salary bands and
the placement of jobs within the levels we will have to see once the
appeal process is determined. Also discussed was the STD and the 7
personal days. A process still needs to be developed. The next step in the
process is that the Corporation and APOC will each put together a
submission for the Arbitrator. Once the Arbitrator has reviewed the
submissions he will choose one of the submissions.
