MINUTES
Item #1. Explanation
and discussion of strategy change and impact on deletion of second hub.
CUPW was informed of the following:
-a few weeks ago National started to review the results from some of our restructures.
-Specifically SVDC was reviewed (New West. Information also reviewed).
-Cost comparisons were assessed (MLC/MMC vs Hub MSC).
-Findings were presented and reviewed with Pacific management team.
-Cost extrapolation indicated $1.5M more for a Hub operation at VPDC.
-As Parcel Project is to position CPC for the future (implement a cost effective parcel delivery solution) we couldn’t justify adding $1.5M/year to the existing delivery cost….if we have an alternative (ie. Leave as existing MLC/MMC).
-CPC to implement the Model in MSC area (VMPP Hub). UEC Volumes to be delivered by MLC/MMC in non-Hub area. Network to be established in Non Hub area to address the commercial product pick-up needs.
-CUPW responded that they disagreed with the decision and requested all supporting documents that the Corporation used in their analysis. CUPW stated that they disagreed with the project proceeding as planned.
-CPC provided analysis to CUPW.
-A discussion ensued regarding the use of MSC’s , purchasing of extra vehicles, workload volumes at VPDC, accountability and efficiency. The Union asked if the matter was out of the Local Working Committee’s hands. The Corporation informed the Union that the decision had been made to have one hub in the VMPP and that the offices proposed to be served by the VPDC Hub would remain as MMC/MLC.
-CUPW asked if this would effect the date of implementation and if there was an effect on the anticipated conveyors at VPDC.
Management replied the implementation date would be delayed for approximately one month and it was targeted for mid-September. Management further stated the additional Hub conveyors would not be installed at the VPDC.
-CUPW wished to discuss mail volumes on Mondays.
-Management replied that the Union was provided the concept of addressing mail volumes on Monday, however, the Union did not respond. Mgmt is open to further discussion.
Management also advised CUPW of the following:
-There will be no Hub at the VPDC
-There will be no automated sortation at VPDC related to this project.
-Parcels for the VMPP will be keyed and labels will be applied.
-Keying for all other sites will be stopped.
-Existing belt will be modified to allow for feed to the loose load truck destined to VMPP hub.
-Admail/Pubs belt will stay where it is.
-Restructures will be impacted and a new schedule will be issued to the union.
-An MSC network will be built to deal with the pick-up volumes.
-Targeting for mid-September, but final date will be communicated once all factors have been considered and a new timeline established.
-VMPP Hub to deliver: Depots D, F, G, K, MDC, 32,74
-Restructure implementation at depots can be phased in as the restructures are completed. Dolphin can be turned-off one area at a time.
-Pick-up operation can be developed independently from the restructures in the non-Hub sites.
-Discussions on the information presented, continued:
-CUPW asked why not continue the keying to keep track of items by LDU and FSA. The Union also asked how parcel volumes would be indexed.
-Management responded that there was not a need for that data at the present time and that parcels are not being indexed at the current time.
-CUPW stated that since Management did not have the authority to make changes what was the purpose of consulting.
-Management responded that the purpose was to provide information to the Union. Management further stated that employees would be notified of the changes.
-CUPW asked for the time line and Management responded they anticipated that this information would be available next week.
-CUPW stated that there should not be any over assessed routes as per clause 14.02 and that a review of the types of vehicles used for delivery was required. CUPW wanted a list of vehicle types by location.
-Management stated that the Unions position was noted, and that a list would be forwarded.
Item #3. Concerns with
Plan A and B Restructures.
-CUPW requested plans for “A”, “B” and “C”.
Item #4. Communications
with Locals, Shop Stewards and on the work floor meetings.
-CUPW stated that they had already informed Management of their position regarding work floor discussions on the Parcel Project.
Item #5. Number of
FSA’s in Hub to ensure sufficient work
-CUPW asked of how many f/t equivalents and how many f/t MSC’s would be affected.
-Management replied that it has always been anticipated that there would be 40 routes, (5 Loops; 7 f/t with 1 p/t flex per Loop) within the VMPP Hub (relief also required). The Pick-Up network has yet to be determined.
Management further stated that with the new concept there would be an increase in the number of parcels being shuttled to the sites so a review of activities will be required.
A short presentation and discussion on the methodology for calculation followed. Explaining the procedures of extracting data from keying stations, cleaning up of information, rejects and data corruption etc... CUPW objected and stated that they were not agreeing to any of the calculations until a site-by-site verification was completed by the committee. CUPW was provided a handout on this matter.
Item #7. Breakdown of
Raw STR Data.
-CUPW stated that they have received the data but they required a meeting with Neil McClure.
-Management advised that we would be available as requested by CUPW.
Item #8. Set Up a Joint On Site Verification of Incoming Parcel Products that are being Processed for Delivery On Mondays.
-Management stated that this would occur at the same meeting with Neil McClure and asked who would be the representatives from the Union.
-CUPW responded S. Gale, D. Duncan and L. ????.
-Management will await call from CUPW.
Item #9. Conveyor System and Floor Plan at the VMPP and VPDC.
-Management stated that they would not be any change for the conveyer system at the VMPP, however, there presently are conceptual drawings being made for the VPDC to connect the belt to the doors for loose loading.
-CUPW stated they wanted the WHPP Committee to be involved prior to sending out to Contractor.
Item #10. Implementation date for the Parcel Project
-CUPW requested an updated letter reflecting the implementation date and Management agreed to provide.
Item #11. Other Issues.
-CUPW stated that there was some interference by the RMO coaching the driver on how to load a vehicle. CUPW stated that the RMO should not be interfering with the driver, when the observer brought this up a shouting match ensued.
-Management replied that they became aware of the incident yesterday and that they would be reviewing the matter.
-CUPW requested statistics from Richmond including the following:
1. absenteeism rate,
2. 15.08 policy,
3. force back overtime occurrences,
4. number of vacant positions,
5. number of relief positions,
6. volume numbers on Mondays,
7. rate of carded items
8. additional detailed requests.
-CUPW further stated that they wished to pick a route for an article 50 evaluation. CUPW stated that they will put their request in writing and once the numbers have been received they would like to have another meeting to discuss the results
-The Richmond operation is separate from the Parcel Project, but if CUPW puts there requests in writing, management will forward the requests to the appropriate parties.
